PROBLEM TO BE SOLVED: To provide a paper-made woven or knitted fabric having excellent water resistance and rich flexibility, keeping the touch feeling and feeling peculiar to a natural pulp-made paper, and suitable for a mounting material or the like by using a paper yarn made of the natural pulp. SOLUTION: The paper-made woven or knitted fabric is obtained by cutting a natural pulp-made paper having a basis weight of 10-40 g/m<SP>2</SP>to provide paper tape having a width of 1.5-15 mm, twisting the paper tape to provide a twisted paper yarn 11, and using the twisted paper yarn 11 for the paper-made woven or knitted fabric. The twist count of the twisted paper yarn 11 is 70-400 turns/m, and spaces 14 and 19 are formed in the twisted paper yarn 11. A water-based resin composition 13 is imparted to the twisted paper yarn 11 to impregnate the spaces 14 and 19 in the interior and to be fixed thereto, and to impart the water resistance to the twisted paper yarn by the water-based resin composition 13. The water-based resin composition 13 does not damage the touch feeling and feeling peculiar to the twisted paper yarn as the natural pulp-made paper because the water-based resin composition 13 is adsorbed and held by the spaces 14 and 19 in the interior of the twisted paper yarn 11 not directly touching the body. A functional material such as a coloring agent and a flame retardant is mixed with the water-based resin composition to impart the required functionality to the paper-made woven or knitted fabric.
