PROBLEM TO BE SOLVED: To provide a structure enabling low-temperature heating in view of a problem in accompany with high-temperature heating in a floor structure, as hot water of high temperature is used in a conventional hot water heating-type floor heating device. SOLUTION: In this floor heating device Y provided with a heat insulating sheet 22 laid on a foundation floor material, and a hot water pipe 33 disposed on the heat insulating sheet 22 at an interval in a meandering state, a heat storage member 1 filled with a latent heat-heat storage type heat storage agent 4, is disposed in a spatial portion of the hot water pipe 33 and the heat radiated from the hot water pipe 33 is stored in the heat storage member 1.
