PROBLEM TO BE SOLVED: To provide an apparatus and a method for continuously treating waste water containing a sulfur-based COD component, in each of which the required amount of an oxidizer to be added to the waste water to be treated is determined by at least two-stage different feedforward controls, and consequently the COD concentration can be stabilized in a proper range equal to or below an effluent standard with a short time lag even when the COD concentration of the waste water to be treated is fluctuated greatly. SOLUTION: The apparatus for continuously treating waste water containing the COD component has: one pretreatment apparatus for continuously treating the waste water by the feedforward control using a first monitoring means capable of predicting the COD concentration in a comparatively short measuring time; and at least one post-treatment apparatus for continuously treating the waste water by the feedforward control using another monitoring means capable of highly accurately measuring the COD concentration though requiring the comparatively longer measuring time.
