Systems, methodologies, and devices are described that employ indicators related to a parameter value(s) associated with a neighbor cell to facilitat e communication by a mobile device in a network. The mobile device optionall y can read a parameter value associated with a detected neighbor cell, and c an provide, to the serving base station, signal strength information and ind icator information that indicates whether the mobile device read the paramet er value. The serving base station can select a cell to which the mobile dev ice is to be communicatively connected based in part on evaluating the recei ved information. If a parameter value is not read by the mobile device, the serving base station can request the parameter value from a neighbor cell. T he neighbor cell can provide a one-to-one indicator to indicate when a speci fied parameter value is to be applied with regard to a particular base stati on.
