<p><P>PROBLEM TO BE SOLVED: To provide a system, a method and a program for emergency information communication to properly perform evacuation guide to sufferers by sharing information among a disaster measure headquarter and persons concerned such as refuge guide members. <P>SOLUTION: An information acquisition means 211 in a control section 21 of an emergency information communication server 20 acquires a variety of information from disaster measure headquarter terminal 11, mobile terminals 12, monitoring posts 15, etc., so as to record it in a data memory 22. Based on the acquired information, an action support means 212 executes support processing to identify an evacuation path and to determine the disposition of the guide members. Based on the acquired information and the determined action, an image edition processing means 213 executes edition processing to superpose the variety of information on a map image.
