<p><P>PROBLEM TO BE SOLVED: To provide a filter for collecting dust, which is used for collecting dust in the air and has a low pressure loss and high collection performance and in which there is no electrical short circuit and to provide a dust collector. <P>SOLUTION: The filter 12 for collecting dust is characterized in that a double-sided semiconductive filter medium sheet 4 is obtained by making both sides of a filter medium sheet, which is used for collecting dust contained in the air passing therethrough, semiconductive on the upstream and downstream sides thereof and a potential difference is impressed between the both sides of the double-sided semiconductive filter medium sheet 4.
