<p><P>PROBLEM TO BE SOLVED: To provide an image coding device capable of achieving efficient transmission of a high-quality image while preventing image degradation in a preference region (including an ROI region). <P>SOLUTION: An ROI re-setting part 8 is provided to change a part of the ROI region to a non-ROI region when the total code amount added by a total code amount comparison part 7 exceeds a specified code amount. Among the code blocks that are entropy-coded by an entropy coding part 5, a CB replacement part 9 deletes the code amount of a code block changed to the non-ROI region by the ROI re-setting part 8, and then a code stream generating part 10 generates a code stream from codes of the code blocks. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
