PROBLEM TO BE SOLVED: To provide a developing apparatus and a cartridge which need not be provided with a dedicated antenna for detecting electrostatic capacity in a developing container, which can stably exactly detect the electrostatic capacity without hindering the conveyance of developer even when the posture of the developing device is changed, and which can improve accuracy of detecting a developer amount. SOLUTION: The developing apparatus is equipped with a force receiving portion 43 for receiving force and moving the developing container 3 between a first position in which a developing operation is performed by a developing roller 1 and a second position in which the developing operation is not performed, wherein the electrostatic capacity can be detected in the second position, and a detecting member for detecting the developer amount is a rotatable supplying roller 2 for supplying the developer to the developing roller, the supplying roller 2 including a foamed layer in which the developer can enter.
