PROBLEM TO BE SOLVED: To solve a problem that it takes time to charge a phase compensation capacitor to its threshold level when its potential is discharged too much or its capacitance is large. SOLUTION: For changing the phase compensation capacitor, it is rapidly charged to a predetermined potential by using a constant current driving control circuit in addition to a charging circuit.
