PROBLEM TO BE SOLVED: To obtain an infinite phase shifter which does not output a reference wave. SOLUTION: An infinite phase shifter is composed of sub-harmonic mixers SHM1 and SHM2, 90-degree phase shifters 10 and 11, and a synthesizer 20, wherein the sub-harmonic mixer SHM1 is connected to the synthesizer 20, the sub-harmonic mixer SHM2 is connected to the 90-degree phase shifter 10, and the 90-degree phase shifter 10 is connected to the synthesizer 20. A first control signal including an input signal and phase information is inputted to the sub-harmonic mixer SHM1, and a second control signal including a signal which is an input signal whose phase is shifted by 90 degrees by the 90-degree phase shifter and the phase information is inputted to the sub-harmonic mixer SHM2. The synthesizer 20 outputs a signal whose phase is shifted based on the phase information by the first and the second control signals at twice the frequency of the input signal.
