For each of users, there is stored the user information, in which ID information for identifying each user uniquely and living body information of the user are made to correspond to each other.In case the user starts the use for a predetermined target, the ID information of that user is acquired. In a first authentication, the user is authenticated by using the acquired ID information and the stored user information, and the ID information of the user having succeeded in the first authentication is stored as success information, thereby to acquire the living body information of the user. In a second authentication, of the acquired bio-information and the stored bio-information, the living body information corresponding to the ID information of the user stored as success information is used to identify the user.
