A system and a method for blocking harmful moving picture in each step for making, distributing, and consuming the moving picture are provided to prevent distribution of the harmful moving picture by blocking the harmful moving picture in each step for making, distributing, and consuming the moving picture. A filtering manager(30) generates a summary image by merging images extracted from moving picture contents, and detects harmful moving picture by analyzing the summary image. An evaluation/analysis server(52) detects the harmful moving picture by analyzing reaction information of a customer(50) viewing the moving picture contents and transfers the information of the moving picture contents corresponding to the harmful moving picture to the filtering manager. An image summary server(31) generates a summary image by merging more than one image extracted from the moving picture. A filtering server(32) detects the harmfulness moving picture by analyzing visual information extracted from the image. |
