PROBLEM TO BE SOLVED: To provide an apparatus for producing hard polyurethane foam by a froth process enabling interlocking between the supply of an inert gas and the operation of foaming machine by using a compressed or liquefied gas as the foaming agent. SOLUTION: This apparatus for producing hard polyurethane foam comprises a means for supplying the foaming agent to quantitatively feed an inert gas as the foaming agent, and a foaming means for discharging the hard polyurethane foam by mixing a polyisocyanate component and a foaming polyol composition which has been prepared in advance by mixing the inert gas with a polyol composition. The foaming means has a pulseless metering pump for quantitatively feeding the inert gas, and a compression cylinder for compressing and feeding the polyol composition. Between the foaming means and the means for supplying the foaming agent, a first shut-off valve for regulating feeding of the inert gas to the means for supplying the foaming agent and a second shut-off valve for exhausting the inert gas to the atmosphere.
