PROBLEM TO BE SOLVED: To provide a packaging film cutting apparatus for cutting a packaging film leaving a package-opening pinching portion without adjustment according to a width-direction position of the package-opening pinching portion. SOLUTION: The packaging film cutting apparatus 10 includes a rotating blade 20 and a receiving blade 30 for cutting a belt-like packaging film at a predetermined cutting position, a packaging film pull-out device 40 for positioning a package-opening pinching portion 101 at the cutting position A, and a pressing device 50 for causing the package-opening pinching portion 101 to protrude from a surface of the packaging film 100 by changing a conveying direction of the packaging film 100 at the cutting position A. The packaging film cutting apparatus 10 is configured to cut the packaging film 100 such that the rotating blade 20 presses and bends the protruding package-opening pinching portion 101 to move into an incision range of the package-opening pinching portion 101, and leaves the package-opening pinching portion 101 so as to protrude from a cutting end.
