PROBLEM TO BE SOLVED: To provide a system allowing even a person not having expert knowledge to easily prepare a plan to deliver coal from silos of an electric power plant.

SOLUTION: This system for preparing the plan of the delivery of the coal to a boiler from the plurality of silos in the electric power plant has: a silo management information acquisition part 102 acquiring silo management information in reference to a silo management information database 202 recording the silo management information wherein silo identification information corresponding to each the silo and a carry-in day when the coal is carried in the silo are associated; and a delivery plan preparation part 118 preparing the delivery plan including designation of the silo performed with the delivery of the coal based on the carry-in day included in the silo management information acquired by the silo management information acquisition part 102.
