PROBLEM TO BE SOLVED: To provide a road grade measurement apparatus, a road grade measurement method, and a computer program, which measures an accurate grade even of roads whose grade information is not included in map information without requiring expensive sensors for detecting vehicle weight and the like. SOLUTION: Various vehicle parameters of a vehicle such as a vehicle weight M and a rolling resistance coefficientμr are calculated from a driving history of vehicle driving on reference roads, whose grade has been measured (S3).
