PROBLEM TO BE SOLVED: To obtain a movable conductive polymer resin material that is driven in a normal ambient environment as a new function by controlling a surface roughness of an adsorptive resin material so as to be applicable to a conventional conductive polymer actuator, and to provide a manufacturing method thereof. SOLUTION: The movable conductive polymer resin material has different average surface roughnesses on two opposing surfaces of a conductive polymer resin material moved by moisture absorbing-discharging actions.
