PROBLEM TO BE SOLVED: To provide an electrolyte membrane with a catalyst layer, which has outstanding intensity and can demonstrate excellent battery performances such as high power or the like.

SOLUTION: The electrolyte membrane with a catalyst layer comprises catalyst layers laminated onto both sides of the electrolyte membrane, wherein the tensile fracture intensity of a laminate which consists of three layers of the catalyst layer, electrolyte membrane, and catalyst layer is ≥65% of the tensile fracture intensity of the electrolyte membrane simple substance.
