PROBLEM TO BE SOLVED: To provide a filler material sheet for a solar cell module excellent in fire retardancy, transparency, and adhesiveness.

SOLUTION: The packing material sheet for a solar cell module includes a transparent and fire retardancy layer containing a crosslinking agent and silane-modified transparent resin for the same, and a transparent adhesive layer which is formed on both surfaces of the transparent fire retardancy layer, containing the silane-modified transparent resin for the same but not crosslinking agent.
