PROBLEM TO BE SOLVED: To provide a manufacturing method of a material for a gas diffusion electrode in which a conductive material containing water soluble ink slurry can be permeated into a fiber of polytetrafluoroethylene without a troublesome hydrophilic treatment process.

SOLUTION: After a porous base material 5 composed of polytetrafluoroethylene having water repellency and having three-dimensionally continuous voids is thrown into a pressure resistant container 2 into which the conductive material containing water soluble ink slurry 1 is filled and soaked, pressure is reduced or increased in the pressure resistant container 2, air 6 stored in the voids of the porous base material 5 is deaerated, and the ink slurry is permeated.
