PROBLEM TO BE SOLVED: To properly control a CPU (Central Processing Unit) resource without using technique for redistributing a CPU use time with a task consuming the CPU use time. SOLUTION: This CPU resource management device 1 has: a storage device 10 storing a plurality of processes; and a processor 20 executed with the process. The processor 20 has: a management means 23 with a time in a free state that the process is not executed as an idle time, deciding whether to continue management of the CPU resource including the processor 20 or not when the idle time reaches a prescribed time; and a CPU resource control means 21 managing the CPU resource based on a result of the decision in the management means 23.
