PROBLEM TO BE SOLVED: To provide a rotary type actuator which can flexibly transmit the torque of a driving shaft to a driven shaft in a simple structure and whose damper effect is variable, and an operation assisting device using the same. SOLUTION: The rotary type actuator with the damper function includes the driving shaft rotationally driven by a drive source, a pump impeller rotated integrally with the driving shaft, the driven shaft which is input to a system to be driven, a turbine impeller rotated integrally with the driven shaft, and a housing for housing fluid transmitting power from the pump impeller to the turbine impeller, the pump impeller and the turbine impeller, wherein the pump impeller and/or the turbine impeller is provided with a variable pitch mechanism.
