Disclosed are a powder having sufficient strength and fluorescence and a method for producing such a powder. Specifically disclosed is a method for producing a fluorescent powder, which is characterized by comprising a step for preparing an aqueous organic metal chelate solution from an organic chelating agent and two or more metal compounds, a step for obtaining a slurry by dispersing core particles in the aqueous organic metal chelate solution, a step for obtaining particles coated with an organic metal chelate by spray-drying the slurry, and a step for firing the coated particles for removing the organic content and oxidizing the metal content in the organic metal chelate.
