PROBLEM TO BE SOLVED: To realize an ion generating element with uniform discharge characteristics, without discharge variation in a long side direction, even if a thickness of a coat layer for protecting a discharge electrode is varied in the long side direction. SOLUTION: In an ion generating part 5 of the ion generating element with a whole surface of a discharge electrode 26 covered by a coat layer 28, since a thickness of the coat layer 28 is thinner than that of an upper part of both ends in a short side of the discharge electrode 26 at least at the upper part of a part other than the both ends in the short side direction of the discharge electrode 26, the ion generating element with the discharge uniformity improved in the long side direction is realized. Thus, a charging device without discharge variation can be provided. And also, an image forming device with prevented image defects by discharge variation is realized. COPYRIGHT: (C)2009,JPO&INPIT
