<p><P>PROBLEM TO BE SOLVED: To easily suppress the deploying speed of an airbag to an occupant side from the initial deployment of the airbag. <P>SOLUTION: A part of an airbag 12 folded in a stored state is passed through a counter occupant side base cloth 36 in the airbag 12, and two loops 48, 49 as an airbag deployment speed suppressing means through which the airbag 12 is passed when deploying the airbag 12. Thus, when the folded airbag 12 starts its deployment, parts 12A, 12C of the folded airbag 12 passed through between the loops 48, 49 and the counter occupant side base cloth 36 are moved between the loops 48, 49 and the counter occupant side base cloth 36.
