摘要 <p><P>PROBLEM TO BE SOLVED: To enable a user to smoothly have service concerned with insurance. <P>SOLUTION: A user can apply primary service concerned with insurance through a network. In this case, user's primary attribute information is required, but in addition to an area to which the user belongs, it is sufficient to include minimum information required for the application of the primary service in the primary attribute information. Further, an entity belonging to an area different from the area to which the user belongs is selected as the first entity for providing the primary service to the user. Therefore, the user can receive the primary service concerned with insurance from the remote entity by which an interview or the like is not forced through the network while maintaining user's anonymity.
