PROBLEM TO BE SOLVED: To provide a water-absorbing-and-swelling fiber assembly usable as a water-cutoff tape or water-cutoff packing, exhibiting sufficient water-absorbing-and-swelling tendency even for seawater in particular, with a water-absorbing-and-swelling resin therein hardly coming thereoff, and easy to undergo forming processing. SOLUTION: The water-absorbing-and-swelling fiber assembly is provided to be used in water-cutoff structure. This assembly has a water-cutoff part which swells on absorbing water or moisture, wherein base fibers as the water-cutoff part are coated with a seawater-absorbing-and-swelling thermoplastic resin, wherein, the base fibers may be coated with the resin after it is either hot-melted, or dissolved in a solvent.
