A host station for transmitting a received packet to a mobile station through a base station comprises a quality information extracting section (113) for extracting quality information from the received packet and a multiplexing section (115) for multiplexing the received packet by mapping it to the bearer service for each extracted quality information. The host station may further comprise a quality information management table (117) associating the packet header information with the bearer service to be allocated for each mobile station. The multiplexing section (115) may refer to the quality information management table (117) to identify the bearer service from the header information in the received packet.
