A cosmetic composition, and an essence cosmetic product containing the composition are provided to improve the elasticity and glossiness of the skin and to protect the skin from the external stimulus and the harmful environment. A cosmetic composition comprises an extract of kelp, an extract of the kelp sporophyl, and an extract of gulfweed. Preferably the cosmetic composition comprises 100 parts by weight of an extract of kelp, 5-300 parts by weight of an extract of the kelp sporophyl, and 1-100 parts by weight of an extract of gulfweed. Preferably the extract is extracted by using water at a low temperature of 10-50 deg.C.
