A method and an apparatus for signaling and decoding an AVS1-P2 bit stream having a different version are provided to decode the AVS1-P2 bit stream based on decoding version information inserted into the AVS1-P2 bit stream. A video coding system comprises a video source(102), a video encoder(104), a video decoder(106) and a video-display(108). The video encoder comprises an encoding processor(104a) and an encoding memory(104b). The video decoder comprises a decoding processor(106a) and a decoding memory(106b). The video encoder produces an AVS bit stream encoded by executing various AVS specific prediction, conversion and/or encoding processes. The encoded AVS bit stream is expanded by inserting a specified user data sequence. Based on sentence structure information of the specified user data sequence, the video decoder decodes the encoded AVS bit stream and generates a decoded video sequence.
