The phase detecting device is provided to detect the phase difference by using the pulse signal according to the edge of the input signal and reference signal, the phase detecting device and to accurately detect the phase difference between the reference signal and the input signal. The phase detecting device(100) comprises the pulse generating section(110) and detection unit(120). The first pulse generator(111) generates the first pulse signal along the edge of the input pulse signal (A). The second pulse generation(112) generates the second pulse signal along the edge of the standard pulse signal (B). The first RS latch(121) comprises S terminal which receives the first pulse signal, and R terminal which receives the common mode feedback block and Q terminal outputting the logic result of the signal level of feedback. The first inverter(123) inverts the signal level of the output signal of the first RS latch. The delay(126) delays the operation result from the AND gate for predetermined time and outputs the feedback signal.
