A suspension system having a power transmission unit for rotating an arm by 360-degree is provided to exhibit equal spring force and damping force even in the leading or trailing state. Any one of a first shock absorber(10a) or a second shock absorber(10b) is driven for keeping equal suspension performance in the case of the rotation of an arm. An outer cylinder(11) has a plurality of grooves(11b) elongated in the longitudinal direction in an inner peripheral surface part not to compress fluid received therein, so that the damping force of the shock absorber has no difference before an inner cylinder(12) contacts an end of the outer cylinder during the reciprocation of the inner cylinder.
