A flooring substrate such as artificial turf and a manufacturing method of the artificial turf therefore are provided to be improved variously in the field of a flooring substrate and flooring itself with regard to fix a component of an actual shape to a substrate. A flooring substrate comprises a pad(10) having one or more first thermal fusible materials, a stabilizing mesh(20) having one or more second thermal fusible materials, and a connecting layer(12) arranged between the pad and the mesh, wherein the connecting layer includes a third thermal fusible material having the melting point lower than the melting point of the first and the second thermal fusible materials. The link layer is a discontinuous layer having a particle type structure, so that the substrate has permeability against liquids.
