The device (1) has housing formed by a housing cover (2A) and a housing part (26), and including a vacuum chamber (3) and an atmospheric pressure chamber (4). The chambers are separated from each other by a spring-loaded membrane (5) in a gas-tight manner. A control rod (6) is connected with the membrane, and controls a position of a locking element of a valve e.g. turbocharger-exhaust-bypass valve. An electromagnet device (7) is provided in a cover element (17) of the housing cover, arranged in the vacuum chamber, and is brought in operative connection with the control shaft in a break point.
