The device has a measuring sensor (6) e.g. force sensor, that is arranged directly or indirectly in a rotor shaft (5) and rotated with the shaft. The sensor is arranged in a pitch system of a wind or water power plant (1) and measures a measuring component of an original vector parameter such as force and/or acceleration, in a measurement coordinate system rotating with an axis of the shaft. The sensor is connected with a processing unit for exchanging data. The processing unit determines rotor rotational speed of the shaft from the measuring component by an engine speed evaluation device. An independent claim is also included for a method for indirect determination of dynamic parameters of a wind or water power plant.
