A manufacture cold rolled steel sheet manufactured by an electric arc furnace and a manufacturing method thereof are provided as the electricity which improves the phosphate treatment property of the cold rolled steel sheet by improving the surface thickening property of the impurity element. A manufacture cold rolled steel sheet manufactured by an electric arc furnace for make uniformly and densified the phosphate coating particle, difficult impurity element is like that put to remove to the electricity on the manufacturing process, and alloying element is added without the process of being additional among the steelmaking process. The phosphate treatment property of the cold rolled steel sheet is improved by improving the surface thickening property of the impurity element in the electricity the manufacture cold rolled steel sheet is 100% hydrogen atmosphere, it is heat-treated in the batch annealing.
