A manufacturing method of a planting base material using topsoil and plant materials and a construction method are provided to maximize the environment-friendly restoration of ecological system and to improve the quality of the afforestation by supplying nutrient to a vegetation base layer continuously. A manufacturing method of a planting base material using topsoil and plant materials comprises a collection process(S101) for collecting topsoil and plant materials in the construction site; a crushing process(S102) for putting the topsoil and plant materials in a crusher; a selection process(S103) for removing the foreign material included in the vegetation base material mixed with the crushed soil; and a vegetation base packaging process(S104).
