A heat pump system for seawater is provided to increase the efficiency of a flooded evaporator by recovering a predetermined amount of liquid oil from a flooded evaporator to a compressor forcedly by mounting a ventury valve therebetween. A compressor(10) is connected to a condenser(20), which carries out heat exchange between refrigerant introduced from the compressor with high temperature and high pressure and seawater introduced from the outside for heating the seawater. A storage tank(30) stores the heat exchanged refrigerant temporarily. An expansion valve(40) is connected to the storage tank for reducing the pressure of the refrigerant. A flooded evaporator(50) cools the seawater introduced from the outside by heat exchange between the refrigerant of low pressure and the seawater. A ventury valve(60) is connected to a pipe mounted at a lower end of the flooded evaporator for recovering a predetermined amount of liquid oil from the flooded evaporator to the compressor forcedly by sending the refrigerant of high temperature and high pressure.
