A drill inspection apparatus and method, and a recording medium recording the program thereof are provided to determine the timing of grinding and destruction of a drill by using topology data including the length and width of drill bit tip and etc. A drill inspection apparatus comprises a setting unit performing multiple sampling of start point information generated by multiple sampling of topology data of drill bit tip of a reserved drill(10) and topology data of drill bit tip of the drill which has to terminate use, and setting up termination point information; a storage unit(36) storing the start and termination point information; a measuring unit(34) measuring topology data of tip area of the drill bit in the drill bit image; and a determination unit(38) which measures the wear of the drill based on the topology data and the start and termination point information.
