An O/W type emulsion containing steroid and petrolatum is provided to ensure excellent appearance stability and moisturizing effect and to prevent the separation at a high temperature. An O/W type emulsion formulation comprises steroid, petrolatum, methyl cellulose, non-ionic surfactant and water. The steroid is a valeric acid prednisolone acetate. The separation inhibitor of O/W type emulsion formulation comprises steroid and petrolatum containing methyl cellulose as an active ingredient.
