A voltage pumping device including oscillator, pulse selecting part, and high voltage pumping part is provided to improve tRCD(Row Address to Column Address Delay) and to reduce a time loss due to a stabilization of a circuit operation and a metal option correction by removing a delay element. A voltage pumping device comprises an oscillator(10), a pulse selecting part(20), and a high voltage pumping part(30). The oscillator generates a pulse signal in response to an enable signal, and includes an operation part and an inverter chain. The pulse selecting part varies and delivers a cycle of the pulse signal in response to a control signal. The high voltage pumping part pumps a high voltage of a specified level. The control signal has a specified logic level in a standby mode.
