The device has a set of substantially axial slots (10, 10') that are regularly distributed around the axis of rotation of the disk at periphery. An annular flange (14) is extended in upstream from an upstream radial face (16) of the disk. A set of air admission orifices are regularly distributed around the axis of the disk. A downstream end of the cavity includes unit for reducing and increasing the flow rate of air penetrating into the slots of the disk that are radially situated in register with the orifices and respectively further away from the orifices.
