The present invention provides a soak vesicle precursor used for forming a soak vesicle phase to improve skin available agent transmission in the presence of water in a cosmetic for localized application. The soak vesicle precursor contains (i) a skin available agent to be transmitted; (ii) phospholipids; (iii) mono-, di- or tri-ester of glycerin; (iv) straight chain or branched chain propyl or butyl ester of C14-C18 fatty acids and (v) bases acceptable for face-painting.
