A semiconductor light emitting device is provided to generate optical scattering by forming concavo-convex in a light reflecting layer so that equalization of directivity is improved. A semiconductor light emitting device comprises a substrate(1), a radiation semiconductor region(2), a first and second electrodes(3, 4), a enclosure(5), and a light reflecting layer(6). The substrate has one side main surface(10), the other side main surface(11) and a side(12). The radiation semiconductor region is arranged on one side of the substrate. The first and the second electrodes are electrically connected to the radiation semiconductor region. The enclosure surrounds the substrate and radiation semiconductor region. The enclosure has optical permeability. The light reflecting layer is arranged in a part of the surface of the substrate surrounded by the enclosure. The light reflecting layer is arranged in order to income a part of the light which is radiated within the enclosure from the radiation semiconductor region.
