A reciprocating type high damping elastic rubber damper is provided to prevent the deformation of a member of a structure by absorbing earthquake energy effectively with the elastic deformation of an elastic rubber damper, to have an aesthetic effect and to relieve emotional anxiety by having an elastic rubber damper having excellent outward appearance, and to attach simply to the inside and the outside of the existing structure. A reciprocating type high damping elastic rubber damper comprises an inner cylinder(110) coupled with an inner cylinder fixing groove(115) providing a housing space and provided with a cutout portion(111) cut open in the longitudinal direction, an elastic rubber block(120) made of an elastic material, inserted and fixed to the inner cylinder fixing groove and exposed to the outside of the inner cylinder through the cutout portion, and an outer cylinder(130).
