A tool locking device of a change arm is provided to minimize the friction between a finger and a tool and facilitate repair by using a circular finger and placing pipes between the change arm body and the finger inserted and reciprocated in the finger insertion hole of the change arm body. A grip(20) is prepared one side of a holding unit(12) to grasp a tool(3). A finger insertion hole(13) is formed on one side of a main body(11) of the holding unit and pipes(34,34') are combined in the finger insertion hole to interfere with a finger(30). The finger has a tool holding surface(31) and an inclined surface(32) on both ends and an elongated locking groove(35) to be locked by a locking piece(36) of the main body and includes a finger spring(33) for elastic operation. A locking shaft(40) has an inclined surface(41) making contact with the inclined surface of the finger, a locking protrusion(42) on the top, and a spring(43) inside. A cover(50) is prepared outside of the locking shaft and fixed by a bolt.
