<p><P>PROBLEM TO BE SOLVED: To dispense with setting operation for a user to shift/halt a transport rate, applied by the user in advance, in an information processing device for reading/writing an RFID for a form with the RFID. <P>SOLUTION: Communication speed possible to be operated for the RFID and the communication speed possible to be operated for a reader/writer are compared, the communication speed common for both of them is chosen, and the communication speed with the highest speed is chosen among the chosen communication (phase 3). Next, the read/write communication time is calculated from the read and written data size and the communication speed (phase 4). Furthermore, based on an area where the communication is possible in the form transport direction, between the RFID and the reader/writer, and the read/write communication time, the transport rate is changed (phase 5).
