PROBLEM TO BE SOLVED: To provide a saturated norbornene-base resin film of excellent optical characteristic, by minimizing gel-like foreign matter generated in a manufacturing process, and a manufacturing method therefor. SOLUTION: This saturated norbornene-based resin film manufacturing method is provided with a pellet process part 10 for pelletizing a mixed resin with a saturated norbornene-based resin mixed with a thermal stabilizer by the second extruder 22 in a prestage of a film forming process part 12, in a method provided with the film forming process part 12 for film-forming a film by cooling-solidifying the fused saturated norbornene-based resin, after extruded sheet-likely from a die 26 by the first extruder 24, a pellet is fused by the first extruder 24, and the pellet process part 10 is constituted to satisfy the condition of bringing the maximum share rate applied onto the saturated norbornene-based resin in the second extruder 22 into 4000 (1/S) or less, and of bringing the maximum temperature imparted therein to the saturated norbornene-based resin within 200-260°C of range.
