PROBLEM TO BE SOLVED: To provide a compact and lightweight winding device capable of ensuring the reliable operation and the convenient operability by preventing a reel from being inclined in a casing and/or preventing a ball-rolling space from being changed even when the external force is applied to the casing in the winding device for winding and locking a cord by the winding device having a reel and a lock disk having a groove with the ball rolling thereon. SOLUTION: A fitting hole 95 is formed in one end face in the axial direction of a reel 27, a lock disk 40 is freely fitted in the fitting hole 95, a projecting part 97 on its outer circumferential part is received in a locking recess 96 in an inner circumferential surface of the fitting hole 95 of the reel 27, and a ball 39 held in a holder 38 of a rear cover 36 constituting an outer casing is rolled in grooves 75, 78 of the lock disk 40.
