<P>PROBLEM TO BE SOLVED: To prevent a cleaning failure when starting the rotation of an image holder in the rotation stop state. <P>SOLUTION: A residual toner charging rotary brush is rotated, and a charge adjusting bias of -800 v is applied. Uncharged transfer residual toner accumulated on the residual toner charging rotary brush and electrostatically eliminated by electric discharge and charge injection generated between the residual toner charging rotary brush and a photoreceptor is thereby recharged sufficiently to predetermined polarity. The photoreceptor is then started to rotate, and the transfer residual toner is discharged in large quantities to the photoreceptor 12. Since the transfer residual toner discharged in large quantities at the start of rotation is sufficiently recharged to the predetermined polarity, it is recovered to a recovering rotary brush.
